1. Tenders are invited in two bid pattern (Technical & Commercial) from reputed firms ,on behalf of the Chief of the Naval Staff, for providing services of Stable hands(Grooms), Polo trainers, Dresser, and Saddler for Indian Naval Polo & Equestrian Contingent(INPEC), Delhi Cant. for a period of 36 months from 02 Jun 12 to 01 Jun 2015.
2. Detailed tender document containing eligibility criteria for the parties to respond, tenders terms / conditions and other details for the contract can be obtained from DDAPSA(INPEC) from 1000 hrs to 1600 hrs on all working days(Monday – Friday) from 23 Feb 2012 till 22 Mar 12 from IHQ of MoD (Navy) / DAPSA, 7th Floor, Chanakya Bhawan, Chanakyapuri, New Delhi – 110021 or may be downloaded from Indian Navy website www.irfc-nausena.nic.in. The cost of tender document is Rs 500/ - which has to be paid in form of a DD drawn in favour of INPEC NPF while collection of tender document or while submission of the bid( in case the document is downloaded from website). Bidders are required to submit Earnest Money Deposit (EMD) for amount of Rs.380000/- (Rupees Three lakh Eighty Thosand only) along with their bids. The EMD may be submitted in the form of an Account Payee Demand Draft, Fixed Deposit Receipt, Banker's Cheque or Bank Guarantee from any of the public sector banks or a private sector bank authorized to conduct government business as per Form DPM-16 (Available in MoD website and can be provided on request). EMD is to remain valid for a period of forty-five days beyond the final bid validity period. EMD of the unsuccessful bidders will be returned to them at the earliest after expiry of the final bid validity and latest on or before the 30th day after the award of the contract. The Bid Security of the successful bidder would be returned, without any interest whatsoever, after the receipt of Performance Security from them as called for in the contract. The EMD will be forfeited if the bidder withdraws or amends, impairs or derogates from the tender in any respect within the validity period of their tender.
3. A pre bid meeting will be held at 1100 hrs on 23 March 12 in the office of IHQ of MoD (Navy) / DAPSA, 7th Floor, Chanakya Bhawan, Chanakyapuri, New Delhi – 110 021 to render any clarifications regarding the project which the participating firms may require prior submission of quotes . The participating firms are to ensure deputation of suitable firm rep for pre bid meeting. The last date of submission of quotes is 1500 hrs on 26 Mar 12. The ‘Technical Bid’ will be opened at 1600 hrs on 26 Mar 12 at in the same office. The ‘Commercial Bids’ of firms who qualify technical evaluation by TEC, will be opened subsequently. Date and time for the same will be intimated to all concerned. Tenders found incomplete or received late, will be rejected and no further correspondence on this matter will be entertained. The department reserves the right to reject any or all tenders without assigning any reason thereof.
4. The Tenderers or their duly authorised representatives are permitted to be present during the opening of the ‘Technical Bids’ and the ‘Commercial Bids’, as stated above.
