The
Central Pay Commission is usually constituted every ten years. The
Pay Commissions, as approved / modified by the Govt. are implemented
from a specified date i.e 01 Jan 2006 in respect of Sixth CPC.
Allowances, as well as , newly introduced MSP (Military Service Pay) are
payable only from 01 Sep 08 and not from 01 Jan 2006. However, MSP is to
be taken into account for the purpose of computing pensionary benefits
wef 01 Jan 06.
Consequent to the acceptance of the Pay Commission recommendations,
orders for the same are promulgated by way of resolution / memorandums
to the respective ministries which further disseminates / amplifies
orders keeping in view the regulations governing that ministry. It
suffices to say that in case of armed forces such orders need to be
promulgated by the Ministry of Defence.
The
draft Navy Instructions prepared by the Pay Commission Cell / PDPA
are put up to the Ministry of Defence for vetting and approval. It is
then that Naval Pay Office can start adjusting the revised pay and
allowances .
Almost all pay and allowances are subject to pre-audit before the same
can be disbursed to officers and sailors. Arrears of pay and
allowances for both Officers and Sailors retired during the
currency of the Pay Commission is liable to be disbursed once the manual
activity of audit for all such retirees is over.
