Answer
·  Is an artificer with 4 year training plus 10 year service eligible for pension?

Artificer's training period of 4 years is counted towards pension and total service, however, should be 15 years to claim pension. A period upto 12 months shortage in service can be requested for waiver by NHQ. Thus an Artificer who has 14 years' service in credit is eligible for pension and should apply to:

CABS,
Mankhurd,
Mumbai
to claim for pension.
