NOTICE BOARD. MADHU'S MESSAGE NO. 2. I HAVE ALWAYS BELIEVED IN PARTICIPATIVE MANAGEMENT AND HENCE WHENEVER AND WHEREVER POSSIBLE HAVE INVOLVED/CONSULTED MY TEAM IN DECISION MAKING. TODAY I LEAD A TEAM OF 7202 OFFICERS, 46765 SAILORS AND 43056 CIVILIAN PERSONNEL AND I ENJOIN UPON EACH ONE OF YOU PARTICIPATE IN IMPROVING OUR NAVY.

2. MY FAITH IN YOUR ENTHUSIASM AND INNOVATIVENESS STANDS VINDICATED BY THE TREMENDOUS RESPONSE I RECEIVED ON MY REQUEST FOR “JUST ONE BRILLIANT IDEA” IN MY LAST YEAR. APPROXIMATELY 400 SUGGESTIONS WERE FORWARDED ENCOMPASSING THE WHOLE GAMUT OF NAVAL ACTIVITIES AND CONCERNS SUCH AS ORGANISATIONAL CHANGES, OPERATIONS, PERSONNEL, TRAINING, INFORMATION TECHNOLOGY, LOGISTICS, MAINTENANCE AND SERVICE CONDITIONS. ALL OF THEM WERE USEFUL INPUTS AND QUITE A FEW WERE INDEED IMPLEMENTABLE

3. TO EFFECT IMMEDIATE CHANGE THREE SESSIONS WERE HELD IN DELHI FOR COVERING INFORMATION TECHNOLOGY, LOGISTICS AND PERSONNEL ISSUES WHEREIN SELECTED OFFICERS PRESENTED THEIR SUGGESTIONS TO A CONCLAVE OF PSOs, APSOs, AND DIRECTORS. ACTION HAS ALREADY BEEN INITIATED AGAINST A FEW TO GET THESE PROPOSALS UNDERWAY. I AM GRATEFUL TO ALL THOSE WHO HAVE CONTRIBUTED.

4. THE NAVY OF TODAY HAS NOT BEEN BUILT UP BY ANY SINGLE INDIVIDUAL - NOR WILL THE NAVY OF TOMORROW. THE NAVY THAT YOU AND I HAVE INHERITTED HAS BEEN CREATED BY THE COMBINED EFFORT OF THOUSAND OF OFFICERS AND SAILORS. TODAY'S NAVY AND, AND ALSO THE ONE OF THE FUTURE, NEEDS YOUR IDEAS, YOUR PARTICIPATION AND INDEED YOUR TIME TO MAKE IT WORLD CLASS. IF ANY OF YOU HAVE ANY IDEAS FOR IMPROVEMENT, HE/SHE IS FREE TO WRITE A DO LETTER AS FOLLOWS:-

(A) FOR IDEAS RELATING TO IMPROVEMENT AT THE SHIP/UNIT LEVEL, TO THE COMMANDING OFFICER CONCERNED.

(B) FOR IDEAS AFFECTING THE STATION, TO THE STATION COMMANDER CONCERNED.

(C) FOR IDEAS CONCERNING AREA/COMMAND AS A WHOLE TO THE AREA COMMANDER/COMMANDER-IN-CHIEF.

(D) FOR IDEAS CONCERNING THE NAVY IN ITS ENTIRETY, TO THE CHIEF OF NAVAL STAFF.

5. THE FOLLOWING RULES SHALL APPLY:-

(A) PERSONAL GRIEVANCES AND SERVICE MATTERS SUCH AS APPOINTMENTS, TRANSFERS, PROMOTIONS ETC ARE NOT TO BE INCLUDED AND NOR WILL THEY BE ENTERTAINED.

(B) WHEN WRITING TO A HIGHER AUTHORITY, A COPY OF THE LETTER MUST BE ENDORSED TO THE COMMANDING OFFICER AND/OR THE COMMANDER-IN-CHIEF.

(C) NO COGNIZANCE WILL BE TAKEN OF ANONYMOUS LETTERS.

(D) ANY CHANGE/IDEA PROPOSED MUST RESULT IN ONE OF THE FOLLOWING :-

(I) GREATER OPERATIONAL EFFECTIVENESS.

(II) BETTER AVAILABILITY/UTILISATION OF SHIPS/AIRCRAFT

(III) GREATER JOB SATISFACTION/SELF ESTEEM.

(IV) SAVINGS OF MANPOWER/MAN HOURS/COST.

(V) LESS PAPER WORK/RED TAPE.

6. COMMANDING OFFICERS ARE TO ENCOURAGE IDEAS, INNOVATIVENESS AND INITIATIVES AT ALL LEVELS SO THAT WE CAN TOGETHER BUILD A NAVY THAT THE CAN BE PROUD OF.
