NOTICE BOARD. MADHU'S MESSAGE NO 1. IT IS A GREAT HONOUR TO TAKE OVER THE HELM OF OUR FINE SERVICE

2. MUCH HAS BEEN DONE IN THE PAST FEW DECADES BUT MUCH MORE NEEDS TO BE DONE. WE OPERATE IN AN INTERNATIONAL ARENA AND A NEW CENTURY LIES AHEAD OF US. OUR NAVY MUST, THEREFORE BE WORLD CLASS AND CAPABLE OF MEETING THE REQUIREMENT OF THE 21ST CENTURY. THAT IS THE CHALLENGE BEFORE US

3. OUR PRIMARY AIM IS TO ENSURE THE COMBAT READINESS OF OUR SHIPS, SUBMARINES AND AIRCRAFT. TO ACHIEVE THIS WE HAVE TO GIVE THE GREATEST IMPORTANCE TO TRAINING - BE IT BASIC, SYSTEMS OR OPERATIONAL TRAINING. THE AIM OF ALL TRAINING IS TO PREPARE THE PERSONNEL TO MAN AND FIGHT FRONTLINE UNITS. THOSE MANNING SUCH UNITS MUST TRAIN AS WE INTEND TO FIGHT SINCE THEY ARE THE CUTTING EDGE OF THE NAVY. ALL THOSE AT SEA AND IN THE AIR SHOULD SPARE NO EFFORTS TO ENSURE THAT THEY AND THEIR UNITS ARE COMBAT READY AT ALL TIMES

4. THOSE OF US WORKING ASHORE MUST NEVER FORGET THAT SHIPS, SUBMARINE AND AIRCRAFT OF OUR NAVY ARE THE REASON FOR OUR EXISTENCE. ALL FRONTLINE UNITS MUST BE FULLY SUPPORTED AND GIVEN PRIDE OF PLACE

5. BESIDES OPERATIONAL MATTERS, WHICH INCLUDE TRAINING MAINTENANCE AND LOGISTICS, WE MUST LAY GREATER EMPHASIS ON PHYSICAL FITNESS, SPORTS, ADVENTURE, THE ENVIRONMENT AND QUALITY OF LIFE. I AM CONFIDENT THAT WE WILL BE FULLY SUPPORTED IN ALL OUR ENDEAVOURS BY OUR CIVILIAN COLLEAGUES AND BY OUR FAMILIES REPRESENTED BY NWWA

6. OUR PREDECESSORS HAVE BESTOWED UPON US A NAVY THAT WE CAN BE PROUD OF AND VALUES THAT WE MUST CHERISH AND UPHOLD. FOREMOST AMONGST THESE VALUES ARE PATRIOTISM, LEADERSHIP BY EXAMPLE, COMMITMENT TO THE CAUSE, INTEGRITY AND A FIGHTING SPIRIT.

7. AS YOU ARE AWARE THE SITUATION IN OUR NEIGHBORHOOD CALLS FOR HEIGHTENED ALERT, GREATER RESOLVE AND INSTANT READINESS. LET NO ONE DOUBT THAT OUR NAVY IS FULLY “STOOD TO” AND THAT OUR POWDER IS DRY.

8. I HAVE ALWAYS BELIEVED THAT CONTACT IS COMMAND AND TOWARDS THIS END HAVE MADE IT A POINT TO VISIT AS MANY UNITS AND MEET AS MANY PEOPLE AS POSSIBLE. REGRETTABLY, THIS MAY NOT BE POSSIBLE FROM DELHI. I, THEREFORE, INTEND COMMUNICATING WITH YOU THROUGH THESE “MADHU'S MESSAGES”, CONTENTS OF WHICH ARE TO BE WIDELY DISSEMINATED

POINTS FOR OFFICERS AT NAVAL HEADQUARTERS

1. You share responsibility and accountability with me, and your actions, good or bad, affect the whole Navy. To that end, your responsibility and importance is far greater than command or fleet staff.

2. Command and Staff relationship.

(a) Staff is provided to make the job of the command easier.

(b) Command gives decisions.

(c) Staff gives inputs - correct inputs enable correct decision making.

(d) You are specialists. Say your piece - you are not paid to be “yes men”.

(e) Disagree without being disagreeable.

(f) Once command decision is given, it is a NHQ decision. Work towards its success.

3. How to go about your job.

(a) Understand what your job involves.

(b) Administrative.

(i) Read Regulations, NOs and NIs concerning your job.

(ii) Study files, particularly current ones.

(iii) Introduce changes where required.

(c) Professional.

There are no short cuts. Read, study and be up-to-date with your profession, so that you can lead and direct the rest of the Navy.

4. Visits. Regular visit to command.

5. NHQ's job

(a) Plan, standardize and monitor.

(b) Interact with MOD/GOI - get maximum for Navy.

6. Decision making - decentralize to the extent possible.

7. Be considerate, helpful and polite to lower formations in all your dealings.

8. Correspondence.

(a) File lists; file notings; neat files.

(b) Letters - my notations will normally be NA please - Pease brief - Please put up file.

(c) Signals.

(d) Mail Takes Time.

9. Points of public contact - Anyone visiting/interacting with NHQ should go away impressed.

10. My first message lays down my priorities. 2nd message requests all of you to participate in running, managing and improving the Navy.
