Submarine Cadre Review Board - Revised Rules for
Retention/De-Induction/Re-Induction of Personnel in Submarine Cadre
Consequent to the decisions taken during XIV Submarine Cadre Management and Training Conference, the rules governing retention/de-induction/re-induction of personnel in the submarine cadre have been reviewed and are enumerated below.
Basic Principles
The basic principles for retention in the cadre will be service requirement, employability and suitability. The Submarine Cadre Management Board, chaired by COP, will be the final authority pertaining to de-induction/retention of personnel from/in the Submarine cadre. De-induction of personnel from the cadre would automatically entail stoppage of submarine allowance.
De-induction from Submarine Cadre
De-induction per se is not a punishment, and is resorted to for administrative reasons. Personnel will be de-inducted from the cadre, with consequent stoppage of submarine allowance, irrespective of the cadre position, under the following conditions: -
Ø PCO Course. X/SM officers on failing to qualify or not being selected for PCO Course.
Ø Escape Refresher Course. On failing the Escape Refresher Course in the second attempt within a period of 6 months, notwithstanding the reasons for failure.

Ø Unsuitability/Incompetence. Officers found unsuitable by virtue of professional incompetence, overall record of service, consistent under performance as reflected in CRs, or as deemed appropriate by the Competent Authority are liable for de-induction. Officers who fail to qualify in the basic submarine course, long course, and SSK/Vela class PCT are also liable for de-induction.
Ø Indiscipline. Since personnel in the cadre have to face higher challenges of adjustment and responsibility, concurrent with greater job proficiency under extreme stress conditions, cases of indiscipline will be dealt with severely and may call for withdrawal from the date as decided by the Board.
Ø Withdrawal due to Incompatibility. Personnel unable to adjust to the rigors of the cadre due to psychological or other reasons may also be considered for withdrawal.
Ø Compassionate Transfers. Personnel continuing on a compassionate transfer in a non-submarine billets (including posting to NCCs, SSBs, Sainik Schools) beyond two years will be de inducted. However, on their return, they will be considered for re-induction by the Submarine Cadre Management Board. Only one compassionate transfer will be permitted if the individual is to remain eligible for subsequent re-induction.
Ø Voluntary Withdrawal. Personnel who have put in a minimum of 5 years of service in the Cadre after qualifying may request for voluntary withdrawal.
Low Medical Category.
Ø Permanent De-induction. Personnel placed in low medical category and declared 'Permanently Unfit for Submarine Duties' will be withdrawn from the date of such categorisation and their submarine allowance stopped.
Ø Temporary De-induction. Personnel placed in continuous temporary low medical category for over one year and declared 'Temporarily Unfit for Submarine Duties' will cease to draw submarine allowance on completion of one year from date of the first such categorisation or from the date of 2nd Review Medical Board, whichever is later. However, on being declared 'Fit for Submarine Duties', they will be considered for re-admissibility.
Stoppage of allowance and de-induction on cadre saturation. The cadre would be deemed as saturated when the cadre strength, in any particular branch reaches 95%. In the event of cadre saturation, de-induction of personnel with consequent stoppage of submarine allowance, will be under taken in the following order of priority: -
Ø Executive Officers who have failed to qualify or have not been selected for CO 'Q'C, on completion of 20 years of commissioned service.
Ø Executive/Technical Officers who have failed to qualify in PCE/ PME respectively, on completion of 20 years of commissioned service.
Ø When finally superseded for promotion i.e. on being graded 'N'. This clause is not applicable for Medical Officers.
Ø Officers retained, as a special case, in submarine cadre.
Ø On the principle of 'First in - First out' in each branch and each rank based on government sanction.
Ø On final failure in higher rank examinations and courses.
Ø All CPOs/MCPOs-II who have not qualified for next higher rank in the third or final attempt.
Ø On the principle of 'First in - First out' in each branch and rank based on government sanction.
In the case of the Direct Entry SSC officers, inducted specially for the submarine cadre, stoppage of submarine allowance will be governed by the following: -
Ø Cadre Saturation. De-induction with consequent stoppage of submarine allowance would not be applicable within a period of initial tenure of service (10 years) if cadre is saturated. However, on being re-engaged/ granted permanent commission they will fall within the purview of rules of cadre saturation.
Ø Low Medical Category. Permanent low medical category which make them unfit for sea-going submarine duties may lead to release from the Navy, subject to the terms and conditions of entry. submarine allowance for personnel under temporary low medical category will be governed by rules as for PC officers and as per the terms and condition of entry.
Ø Voluntary Withdrawal. Will not be applicable.
Ø Unsuitability. In case of unsuitability/incompetence, or on failing in submarine courses, personnel may be discharged from the Service.
Only submarine personnel in the authorized cadre and drawing Submarine Allowance will be provided additional insurance cover. Personnel re-inducted into the Submarine Cadre after temporary reversion to general service would automatically get additional insurance cover from the date of re-induction and re-admissibility of Submarine Allowance. Subscription to NGIS would be regulated accordingly.

De-induction rules for MARCOS, Diving, Aviation and Hydro cadre are also being revised to bring all cadres in parity.

Improving Career Prospects of Submarine Medical
Officers
A fresh policy has been introduced to provide wider avenues for specialisation to Submarine Medical Officers to enable them greater professional opportunity while at the same time increase their retention in the submarine arm.
In the past Submarine Medical Officers were offered specialisation in Marine Medicine to ensure retention in the cadre. Officers selected for any other specialisation were de-inducted from the submarine cadre, which led to an exodus of a large number of medical officers from the cadre.

Henceforth, Medical Officers within two year of service (excluding internship time) may volunteer to join the submarine cadre. These officers will undergo one year of basic submarine course and will be absorbed in the submarine cadre to man submarine billets at sea for three to four years.
Officers will be permitted to appear for the PG entrance tests at an appropriate time. Those who qualify in PG subjects related to submarine medicine will be retained in the cadre to pursue their PG courses. On completion of PG courses, specialist Submarine Medical Officers will be appointed to billets as Graded /Classified specialists.
Submarine Medical Officers who opt and qualify for non-submarine related specialties like Paediatrics, Obstetrics, Anatomy, Hospital Administration etc will exit from submarine cadre on commencement of their course, not withstanding the terms and conditions mentioned at Para 5 of NO 128/02. Medical Officers opting for super speciality will cease to be in the submarine cadre and allowed to pursue their medical career in super specialities.
Submarine Medical Officers who do not qualify in any PG courses will normally exit from submarine cadre to pursue their career in the general service subject to the following conditions: -
Completion of the mandatory voluntary service in terms of Para 5 of NO 128/02.
Submarine cadre status.

Revision of Eligibility Conditions CD/PM and SCE
Examinations
The eligibility norms for appearing in CD/PM and SCE Examinations across all branches have been revised retaining the maximum permissible chances at three. The revised seniority bracket applicable to officers who will become eligible for the examinations from 2005 onwards as on 01 Jul of the year of the Examination (i.e. officers who will attain seniority of 4 years as Lt as on 01 Jul 05) is as follows: -
The eligibility criteria for those who meet the existing seniority norms but have not availed all the three permissible attempts would be governed by the following: -
Ø Above four years as Lieutenant are to follow the new eligibility seniority bracket.
Ø Lieutenant Commanders and above will be given a maximum of three consecutive years with effect from 2005 to avail their remaining attempts within the existing seniority bracket.
Ø Less than three years as Lieutenant Commanders are to follow the new eligibility seniority bracket.
Ø Three years as Lieutenant Commanders and above will be given a maximum of three consecutive years with effect from 2005 to avail their remaining attempts within the existing seniority bracket.

Ø Policy - Air Technical Specialisation
In view of the current shortages of Junior air technical officers and the requirements for manning billets for the new inductions in Naval Aviation, it has been decided to nominate officers in the event of inadequate volunteers for AEO/ALO specialisation courses. Officers will be deputed for AEO/ALO specialisation courses either soon after completion of basic courses at Valsura/Shivaji, or on completion of one staff/ship tenure.
Following conditions will apply to officers on completion of Air Technical specialisation courses: -
Appointment to Air Technical billets (afloat/ashore) will be as per service requirements.
Officers will be appointed for mandatory sea tenures in the rank of Lt Cdr and Cdr, as and when due. Career options, thereafter, will be at par with other Technical officers, subject to suitability/selection and other Service exigencies.
Consideration for PG courses, as applicable, will be along with GS counterparts.
Air Technical officers will be eligible to draw technical pay in accordance with GOI MoD letter PA/0 PA/0260/01/IHQ (N)/DPA/2001 dated 29 Nov 2001.
Officers nominated for Air Technical specialisation courses would have the option to revert to GS cadre on completion of 7 years, subject to Service exigencies.

Policy on Selection of Group Testing OfficerIn the past the policy for selection of officers to undergo assessors' (GTO/IO/TO) courses had been purely voluntary. Whilst this procedure generated the required number of GTOs earlier, the requirement to depute increased numbers, post setting up of Naval SSBs, has resulted in shortage of qualified assessors. Furthermore, vacancies allotted to the Navy for the GTO course are not being fully subscribed to, enforcing severe limitations on the quantity and quality of our intake. To meet the requirements of GTOs at Naval SSBs, it has now been decided to modify the selection for GTO as follows: -
In addition to volunteers, a few Lt Cdrs will be selected to undergo a four week GTO course at DIPR Delhi. On successful completion of the course, officers will proceed for 8 weeks practical training at one of the Service Selection Boards.
On qualifying as GTOs, officers will be deputed at one of the four Naval SSBs (Bhopal, Bangalore, Coimbatore and Kolkata) for a tenure of two/three years, as and when vacancies arise.

Tenure at SSBs will be considered at par with instructional appointments at NDA/NAVAC.

Revision of NO (Spl) 3/98 (Appraisal System)NO (Spl) 3/98 was promulgated on 31 Aug 99. A number of amendments have subsequently been necessitated due to organisational changes. These amendments are being incorporated in the NO (Spl). The proposed amendments have been sent to the Command HQ for comments. Some of the important changes that have been incorporated are: -
Reduction in time period for initiating ICR from 6 months to 3 months (IHQ MoD (N) letter RS/0210/98 dated 22 Nov 01).

What procedure is to be adopted for delay of Annual Medical Examination ?
Leeway upto three months may be given. It is finally the responsibility of each individual, to follow the laid down schedule.
The AME will pertain to the year in which it is carried out. Necessary documents as indicated in IHQ of MoD Navy letter no MH/3601/Policy of 17 Jun 04 are to be included for condoning delays in AME.
Is a Medical Board to be carried out on officers in the zone of promotion?
Commanders and above in the zone of promotion are to undergo a Medical Board with investigations. This is to ensure that such officers are fit and not harbouring a disability which could affect them in the next rank appointments.
What about personnel who have to undergo a medical board and who have to be examined by specialists in Medicine, Surgery, Eye, ENT, Dental, Gynaecologist, Marine Medicine, Aviation Medicine when such specialist officers are not borne in the local service hospital/unit?
Officers and sailors who require examination by specialist are to be transferred from the local service hospital to the next larger hospital having requisite specialists and laboratory facilities.
In case of submariners, divers and aircrew, personnel are to be sent on temporary duty to the nearest station having Marine or Aviation Medicine specialists (Navy/AF).
What are the AME forms to be filled up?
AFMSF 3B (Ver 2002) in duplicate is to be initiated in all cases of routine AME by the AMA.
AFMSF 3A (Ver 2002) in duplicate is to be initiated in all cases where a medical board for AME is being held.
Who is the approving authority of AMEs?
RAdms and above - DGMS (Navy) through Commands.
Cmdes/Capts and below - CMO Commands.
Sailors - A medical officer of the rank of Surgeon Cdr on the staff of CMO.
What about officers and sailors not under Naval formations - through which Administrative Authority is their documents to be routed for approval?
Documents of Naval officers and sailors on deputation to Coast Guard, NCC, CMD, DMDE etc are to be routed through the nearest Naval Command HQ.

Short Service CommissionWill all SSC officers get a Long Course like the regular 'X' officers?
An SSC officers of X/GS branch will be considered for Long Course in the seniority bracket of 2½ to 4½ years as Lt. They however, will be required to sign an undertaken to serve for five years on completion of Long Course.
Does long course confirm 14 yrs of service?
Selection for Long Courses does not automatically entail extension to 14 years of service. However, officers would be required to serve for atleast five years on completion of Long course. Extension of service beyond initial period (7 years/10 years), if required would be accorded to account for the aforesaid period, on receipt of undertaking.
Are there any kind of long course planned for ATC, Law or Education branch SSC officers?
Yes, this is subject to availability of suitable courses and Service requirements.
During consideration for long course are there percentage of seats decided or earmarked for SSC officers ?
Selection is based on inter se merit of all officers being considered (PC and SSC), choice of course and Service requirements.
HUMAN RESOURCE DEVELOPMENT
A PG course in Mechanical Engineering in collaboration with IIT, Mumbai has been initiated at INS Shivaji. The first course with strength of eight officers, has commenced in Jul 04. The first two semesters will be conducted at IIT, Mumbai and the last two semesters at INS Shivaji. Commencement of such PG programmes has been a positive step towards training collaboration with reputed institutions. With this, Shivaji could be developed as a Centre for Professional Excellence in Marine Engineering in the long run.
Ø Training of Electrical Officers.
With induction of new generation equipment and technology on newly constructed ships and those undergoing mid life modernization, the existing system of 'A'(Western origin) and 'C' (Russian origin) stream training for Electrical officers has become obsolete. Streamless training for Electrical officers will be conducted henceforth.
A comprehensive review of PCTs for Electrical officers for all classes of ships was undertaken. Accordingly, rationalised durations of PCTs for 'L' officers have been promulgated vide letter TR/0886/L/P dated 15 Oct 04.
A handout prepared by DNT has been made available to all Command HQs with a view to acquaint personnel proceeding abroad. These include deputation procedures and formalities, official / personal preparation and check off lists.
Ø Update on University Entry Scheme (UES)
The UES for Technical Branches has been re-introduced in the Navy, commencing Aug 05. The scheme intends to facilitate entry of talented youth from reputed institutes into the 'E' and 'L' Branches. Selected candidates will be provisionally appointed while still in their final semester at college. The first batch will join NAVAC on completion of graduation, in Aug 05.

Nomination of Duty Lieutenant Commander (DLC) on
Ships in Harbour
The legal status of DLC, vis a vis 'the OOD', and DLC's responsibilities, are not enshrined in Regs IN. This has the potential to lead to a nebulous situation on ships. The co-existence of DLC and OOD, as nominated through the Ship's Daily Orders and with their Duties and Responsibilities stipulated in the Captain's Standing Orders/Ship's Standing Orders etc. has eroded the authority of the OOD, who alone has the legal sanction of Regs IN.
The practice of nominating a DLC is therefore to be abolished. If requirement exists to depute additional 'X' officers onboard on duty as OOD/OOW/AOOD/AOOW, their Designations, Duties and Responsibilities, are to be unambiguously formulated in the Captain's and Ship's Standing Orders without diluting the legal status of the 'OOD/OOW' as enshrined in Regs IN.

Re-engagement is being granted based on performance and service requirements as laid down in NO 14/01. All requests received for re-engagements are considered sympathetically. However, re-engagement is generally not granted in the following cases

Granting of MLR to SailorsThe analysis of proceedings of a Board of Inquiry, on a recent death of a sailor has revealed numerous irregularities with regard to the procedure being adopted onboard ships and establishments for grant of MLR.
As per current norms, married sailors above the age of 25 years staying with their families are being granted MLR. However, the Commanding Officer may also grant MLR to unmarried sailors or sailors below the age of 25 years on compassionate grounds. To curb the trend of granting MLR to sailors staying without families and prevent any untoward incident, following aspects may be borne in mind while granting MLR:-
When MLR is granted to married sailors staying out side Naval premises/Naval Housing complexes or sharing accommodation within a Naval Housing complex, a check is to be kept on the authority as well as quality of accommodation, ensuring that they do not stay in unauthorized areas/colonies.
Units are to make sure the genuineness of compassionate grounds before granting MLR to bachelor sailors or sailors below 25 years of age.
Strict instructions should be issued to all personnel that they are to intimate their actual residential addresses.
Regular checks may be carried out and cases of false declaration or misuse of MLR granted to sailors, who are not staying with families, are to be dealt with strictly, so as to act as a deterrent to others.
The following categories of sailors are considered 'backward' if they are not promoted for reasons of misconduct, incompetence or want of diligence within the period as mentioned against each: -

Commanding Officers / Officers-in-Charge of Ships/Establishments are to ensure that on completion of the prescribed period, cases of such sailors are initiated in accordance with NI 2/96.
Promotion Orders (IN-52) are now being issued in advance for majority of POs/CPOs who have qualified in all respects for promotion. However, IN 52 in respect of sailors placed in temporary low medical category will not be issued, till they are placed in permanent medical category.

The following categories of personnel may be sponsored for entry into the Navy: -
The Sponsorship Form is to accompany the candidate's application. The form is to be countersigned by the Commanding Officer (for Serving Naval Personnel) or Secretary Zila Sainik Board/Tehsildar (for others). It is to be ensured that SDs of sailors who sponsor candidates are checked before countersigning the Sponsorship Form. If the SDs are not held, written confirmation is to be obtained from CABS. Certificates such as “To whom so ever it may concern” instead of sponsorship forms will not be accepted. All sponsorship applications are to be forwarded under a covering letter by the Commanding Officer/Secretary Zila Sainik Board to NHQ/DMPR. The following considerations will be given to sponsored candidates: -
Eligibility Conditions. Matric or equivalent with 45% or above marks with Science and Maths. Candidates securing less than 45% marks in Matriculation or equivalent, but having 45% or more marks in any higher Board Examination with Physics and Maths are also eligible.
Ø Upto 6 months for sons and blood brothers of serving/ retired Naval personnel.
Ø Upto 12 months for sons and blood brothers of Naval personnel killed in action or who die whilst in service.

An interactive website with updated inputs from IPADS has been developed at Naval Pay Office. The site provides pay and allowance information to officers and sailors and requisite data to ships and establishments. The website is hosted at the NAVPAY web server at www.navpay.mil.in and will be accessible to all personnel and units through internet.
The web site shall provide access to all individuals and units with details pertaining to their pay accounts, Loan, Income tax, Provident Fund etc. Units can login and examine the TOP Schedules received at NPO and SE dispatch details. The web site is easy to navigate and is self-explanatory.

More than 10 Naval personnel have died in the past one year in road accidents. Besides the tragedy brought to the families, the continuing deaths as a result of these avoidable accidents have resulted in unacceptable loss of trained manpower, There is a need for greater awareness and regulation to be exercised by all personnel and their families. Units are requested to advise personnel to drive carefully highlighting the following common causes for road accidents.
Negligence and careless driving
Over speeding and non adherence of traffic rules
Ignorance of rules of the road
Poor state of vehicles
Riding two wheelers without crash helmets
Driving under influence of alcohol
A presentation prepared by Kunjali/Regulating School encompassing salient features on safe driving has been distributed to Commands. Units may obtain copies and ensure wide publicity and awareness.
Ø Tuition fee is exempted for children of Naval Personnel, who have expired whilst in service.
Ø Fees charged from children of Army and Naval Personnel admitted in Army and Navy run educational or professional schools or institutions shall be same for equivalent ranks.
PAY & ALLOWANCES
Ø Payment of DA to Service Officers on training abroad
for medium and long term courses
Service Personnel on deputation to a foreign country were so far entitled for 25% of DA at sliding scale wherever boarding and lodging was provide free to them by the host country. MOD (Fin) have now dispensed with the sliding scale restriction. 25 % of the full rates of prescribed DA is now payable for the entire period spent abroad on deputation/training with free boarding and lodging.
Ø Revision in the Rate of Dearness Allowance
Rates of DA have been revised from 11% to 14% w.e.f 01 Jul 04 and the same have been promulgated vide IHQ-MOD(Navy)/DPA letter PA/2008 dated 04 Oct 04.
Crew of IN Ships visiting foreign ports are at present entitled to Special Daily Allowance at the rate of 20% of the full Daily Allowance for the period of halt. A case has been taken up with MOD for enhancement of SDA to 25% of DA, as is admissible to crew of Coast Guard ship.
Ø Leave Encashment to Personnel who Died/Invalided
while in Service
Govt. has approved encashment of accumulated leave by Service Personnel who die while in service and those who are invalided out without any minimum service stipulation with effect from 30 Nov 99 vide GOI, MOD letters No. 14(2)/98-D (AG)-II dated 13 Sep 04 and 14(2)/98-D(AG)-III dated 13 Sep 04 promulgated vide IHQ-MOD (Navy)/DPA letter PA/5424 dated 12 Oct 04.

Ø Payment of Technical Allowance at Tier II rate
Govt, vide letter 1(26)/97/XXII/D(Pay/Services) dated 08 Jul 04, has clarified that Technical Allowance at Tier II rate is applicable to Lieutenant and above only. Govt orders have been promulgated vide IHQ-MOD(Navy)/DPA letter PA/0262 dated 06 Jul 04.
Ø Admissibility of Technical Allowance to SD List
Technical Officer
The payment of Tech Allowance to SD list Officers has been rationalised. Consequently, Tier I rate of Technical Allowance is now payable on completion of 'Equipment and Technical' component of the SDPPC.
Ø Eligibility of Divorced/Widowed daughter for grant of Family Pension
As per provisions of Ministry of Personnel, Public Grievances and Pensions, Department of Pension and Pensioners' Welfare Office Memorandum No. 1/19/03-P and PW(E) dated 25 Aug 2004, there will be no age restriction in the case of a divorced/widowed daughter, who shall be eligible for family pension even after their attaining 25 years of age, subject to all other conditions prescribed in the case of son/daughter. Such daughter, including disabled, divorced/widowed daughter shall, however, not be required to come back to her parental home. To be eligible for family pension, widowed/divorced daughter shall not have re-married or have an income exceeding Rs. 2,550.00 per month.
Ø Memorandum of Understanding with Banks operating
Salary Accounts
Memorandum of Understanding (MoU) were signed for an initial period of one year with UTI Bank, Centurion Bank, ICICI Bank, HDFC Bank, SBI and Syndicate Bank for special benefits for naval personnel operating their salary accounts in these banks. The MoU's are now being revised for a period of three years, as and when they fall due. In addition to the above banks, Indian Bank and Bank of India have also agreed to extend similar benefits to defence personnel for a period of three years, wef Oct 04.

Ø Update on
Ex-Servicemen Contributory Health Scheme (ECHS)
A total of 227 clinics have been sanctioned by the
Government under the scheme.
211 Private Hospitals/Diagnostic Centres/Nursing
Homes across the country have been empanelled.
The scheme has been effective for pensioners and
dependents since 01 Apr 03. Retirees prior to 01 Apr 03 may volunteer to
join the scheme by paying one time contribution.
Procedure - ECHS members may visit the nearest polyclinic for immediate medical treatment. Members requiring further treatment will be referred to the Military Hospital and thereafter to the empanelled hospitals for specialised treatment subject to non-availability of medical facilities at Military Hospital. However in case of emergency, members may proceed to the nearest hospital for treatment. The bills incurred in such cases can be processed through the parent polyclinic for re-imbursement.

Ø Retention of
Defence Pool Accommodation by the family of service personnel reported missing
The following rules underline retention of Government accommodation by the family of service personnel reported missing while in service: -
For initial period of two years in all cases of
reported missing while in service with the approval of Station
Commander, on payment of normal licence fee and allied charges.
In case of those service personnel who are reported missing in action/operational war duties including counter insurgency related action, additional one year (over and above the period of two years) may also be allowed on payment of normal rent plus allied charges with the approval of the Chief of the Naval Staff, on case to case basis.
The above retention will also be applicable for Defence Pool accommodation in Delhi.
Post Retirement Death Insurance Extension Scheme (PRDIES)
Period of coverage for PRDIES has been revised to 25 years after retirement or 72 years of age, which ever is earlier, for officers and sailors retiring after pensionable service.
One time non refundable premium for the above scheme has been revised to Rs.19,650/- for officers and Rs.10,775/- for sailors.
Sum assured for officers and sailors is Rs.3.6 lakh and Rs.1.5 lakh respectively.
The revision in period of coverage, sum assured and premium payable is applicable only for those members retiring after 01 Nov 04. For those who retired earlier, the earlier applicable conditions and rates would apply.
Interest on Car Loans
Interest on the car loans availed prior to 01 Jun 2003 has been revised to 9% p.a. monthly reducing w.e.f. 01 Jan 2005 thus bringing it at par with the current interest rate.

INBA Scholarships for children post 10+2 education has been revised w.e.f. academic year 2004-05 as follows:-

The Rehabilitation Centre of the Bureau of Sailors is in the process of generating and updating database of all retired/retiring naval sailors. The Centre has also been in close liaison with about 150 companies, which could provide job opportunities to retired sailors. Units are requested to give wide publicity among serving personnel so that information can be disseminated to retiring/retired sailors. Ø Senior Citizen
Saving Scheme - 2004
The Central Govt has introduced a scheme for senior citizens (qualifying age at 60 years) to earn 9% interest on their emoluments received as retirement benefits. However, for Defence personnel who superannuate at varied ages the eligibility conditions are as follows: -
All Defence Personnel retiring on superannuation shall be eligible to subscribe irrespective of the age.
All personnel, retiring other than on superannuation, shall be eligible to subscribe to the scheme only after attaining the age of 55 years.
38th Military Sailing Championship at Marin (Spain). This sailing championship was conducted in May - Jun 04 with a total of 18 countries participating. The races were conducted in the SNIPE class of boats, which are not sailed in India. LtCdr AS Patankar and Lt SS Korti representing India stood at the 8th position overall.
Enterprise World Championships 2004. The championship was conducted in Aug 04 at Cork (Ireland). A total of 77 boats participated in the event. The overall results of the four teams fielded by the Navy were as follows: -

Ø 1st Asian White Water Rafting Championship
Lt Sonal Dravid serving at DNE represented the Navy in an all women Services team at the Ist Asian White Rafting Championship held at Shivpuri on 08 and 09 Oct 03. A total of five teams including Iran participated in the event. The Services team secured first position in the Sprint event and second position in the Marathon event.
Ø 6th IETE (Institution of Electronics and Telecommunication) Bapuseetharam Memorial Award 2002-03
Lt Cdr RP Gurung serving at INS Satavahana was awarded the prestigious 6th IETE (Institution of Electronics and Telecommunication) Bapuseetharam Memorial Award for 2002-03 on 01 Oct 03 in recognition of his work on “Fiber Optic Hydrophone” carried out while undergoing post graduation at IAT, Pune. The Minister of state for HRD Dr. Vallabh Bhai Kathiria presented the award, which is conferred once in two years in recognition to the outstanding contribution in Research and Development. The officer is the first naval recipient of this award.
MISCELLANEOUS
Phase I of Project Seabird is likely to be completed by End 2005, making Karwar, Indian Navy's third major base, after Mumbai and Visakhapatnam. The Base would get commissioned progressively from Mid 2005 onwards.
Unique Aspect of the Project. One of the unique aspects of Project Seabird is its Rs 150 crore Shiplift and Ship Transfer System for underwater maintenance of the ship's hull. The 175m by 28m ship-lift system of 6,500 tonnes capacity will be able to haul up all Indian Naval Ships except Aircraft carrier and Tankers.
Onshore Facilities.
Onshore facilities include Naval Ship Repair Yard (NSRY), Base Hospital,
logistics complex, Armament/Missile depot besides high quality residential
accommodation with associated amenities. Major infrastructure being created are
as follows: -
Accommodation.
Furnished accommodation with ample water and electricity supply having well lit
internal roads is being created, giving due importance to communication and
arboriculture. Accommodation being created in Phase-I are as follows: -

The Naval Academy Project is one of the most prestigious projects of the Indian Navy. The work on the Project commenced in 2000. Plans are to construct a state of the art training establishment, at par with the best Academies of the world. The Base Depot will be commissioned in Apr 05. Training for the Naval Orientation Course will commence in Aug 2005.
The Academy, when completed will cater for 750 cadets, with infrastructure planned for 900 cadets. The facilities being built comprise: -
Cadets Mess and five squadrons with a capacity to accommodate 150 cadets each.

Physical Training Complex comprising an international size covered swimming and diving pools, PT sheds, Parade Ground and athletic track with spectators galleries, cadets café etc.
Academy Main Building Complex which will have a Headquarter Wing, Technical Wing and a Service Wing along with a full fledged three floor library and 1800 seat auditorium.
Supporting infrastructure will comprise 207 officers married accommodation in various categories, 780 sailors and civilian married accommodation, officer mess, sailors institute, community centre, shopping complex, KV school and a 60 bed hospital.
The Cadets Mess Accommodation and the Physical Training Complex will be ready for occupation by mid 2005. The married accommodation is expected to be available in phases for occupation with effect from end 2005. The entire Project is planned to be completed by end 2007/early 2008, when all the facilities will be ready for occupation.
Aids stands for Acquired (not inborn, but passed from person to person, including from mother to baby); Immune (relating to the body's immune system, which provides protection from disease causing bacteria/ viruses fungi); Deficiency (lack of response by the immune system to bacteria /viruses/fungi/cancer cells); Syndrome (a number of signs and symptoms indicating a particular disease or condition).
A virus called HIV (Human Immunodeficiency Virus), which attacks and over time, destroys the body's immune system, causes AIDS. A HIV infected person has AIDS when the virus has done enough damage to the immune system to allow other infections and cancers to develop. These infection make the person ill and lead to death. At present, there is no vaccine or satisfactory treatment/cure for AIDS.
How Serious is the Problem
Since the early eighties after the first cases were detected in USA and Europe, HIV and AIDS, has spread all over the world affecting all continents. Since the epidemic began, more than 60 million people have been infected with the virus. It is estimated by WHO that by the end of 2001, over 40 million people, globally, were living with HIV/AIDS; 21.8 million people around the world having already died due to AIDS.
HIV continues to spread, causing 16,000 new infections a day worldwide. During 2001 alone, 5 million new HIV infections were found globally, while about 3 million died of AIDS during 2001.

Considering the importance of HIV infection, the Armed Forces have been taking strong steps to prevent and control this infection. Surveillance data on HIV in the Armed Forces is quite valid, reliable and informative for adopting preventive procedures.
The total number of confirmed HIV positive personnel detected in the Services is showing an increasing trend. The number of reported cases, however, may not reflect the exact magnitude of the problem, since they are dependent on the number of persons who have been subjected to testing.

“Konchuk Tsoo” - The Water God (6560 m)
Not resting on its oars after conquering the Everest, Naval mountaineers embarked on an even more ambitious plan to scale an extremely difficult, virgin and unnamed peak in Eastern Ladakh, on the Indo-Chinese border. The modest height of the peak is more than adequately compensated by perpendicular gradients, overhangs, cornices and mixed snow, ice and rock climbs.
The team led by Lt Amit Pande departed on 17 Sep 04, and travelled to the road head at Parma in East Ladakh via Leh and Tangtse. The Base camp (BC) was established on 24 Sep 04 at an altitude of 14,685 ft. Winters set in early in Ladakh and the temperatures were already below freezing point when the team reached BC. Unlike other mountains there was no data available for the peak as there had been no ascent earlier.
The route to the Advance Base Camp snaked along a dry nullah (Niyunguk Lungpa in Ladakhi) over an extremely loose rubble. It took seven to eight hours from the BC to reach Advance Base Camp (ABC) which was right under a small glacier. After days of hectic load ferrying, 06 members shifted to ABC at an altitude of 18,315 ft. The water points had already frozen and the members were required to melt hard ice for making water. The route thereafter continued along the left bank of a big glacier. There were continuous rockfalls enroute and members had to take full precautions to avoid accidental hits. The peak was attempted from the NW face. Camp 1 was established at an altitude of 18,645 ft on the glacier at the bottom of the NW face. The conditions were difficult with very hard ice (blue and black in colour) and gradients of 70-80 degrees. It took five days to open the route till the summit saddle. Rough weather along with heavy snowfall and blizzards were encountered during route opening and the team had to retire to ABC for few days. Members encountered minimum temperatures of minus 35 deg C. The final summit attempt was made on 09 Oct 04. The team left ABC at 2.30 am to scale the peak at 3.30 pm. The team returned to ABC at 8.30 pm after 16.5 hrs of continuous climb.
The Navy has now proposed to name the peak as “Konchuk Tsoo” (Water God in Ladakhi language) to mark it's first ascent. The 'Survey of India' and the 'Indian Mountaineering Foundation' in due course of time will issue an official notification to the effect.
