INDUCTION OF EX-SAILORS INTO DEFENCE SECURITY CORPS
1. The Defence Security Corp provide an avenue for re-employment of
ex-servicemen PBORs from Army, Navy, Air Force and TA provided they meet
the laid down QRs for the recruitment. The recruitment into DSC is
conducted by respective Regimental Centres, for which vacancies are
allotted by the AHQ(DSC Directorate). Presently, naval PBORs are
recruited in DSC as JCOs, DSC Clerk and Sep(GD). Recruitment modalities
for these recruitments have been formalised and are appended in
succeeding paras.
Eligibility
2. Recruitment as Sep(GD). The candidates should meet following
eligibility criteria for recruitment:-
(a) Should have rendered at least five years of service.
(b) Should not have been dismissed/discharged SNLR/unsuitable from
service.
(c) Should not have been assessed below VG* in his career.
(d) Medical Category. Medical category should be in SHAPE-1 (AYE), at
the time of discharge from former service. Low medical category
personnel other than SHAPE-1(AYE) are not eligible for re-enrolment into
DSC. Since the DSC personnel are governed by Army Act 1950, the
terminology used is SHAPE-1(AYE), which is equivalent to Category S1A1
in Naval usage.
(e) Should be less than 45 years of age.
(f) Should not have been awarded more than one warrant punishment in
last five years of service and not more than two in entire service.
(g) Physical standards will be as applicable to corresponding age.
(h) Should be Matric or have passed ET-1(Army Certificate of Education-I
& Army English Certificate-III) examination.
(j) Gap between termination of former service and recruitment in DSC
should not be more than five years.
3. Recruitment as Clerk(GD). This is open to ex-PO Wtr/Leading Wtr with
following QRs:-
(a) Age Limit. Below 45 years at the time of enrolment into DSC.
(b) 5 Years Gap. Gap between date of discharge from Navy and date of
re-enrolment into DSC should be not more than five years.
(c) Discipline. Only those personnel who have not more than ONE red ink
entry during last five years of former service and not more than two red
ink entries during the entire former service are eligible.
(d) Medical Category. Candidate should be in Medical Category S1A1 at
the time of discharge from former service.
(e) Education Qualification. Matriculation/ET-1(Army Certificate of
Education-I & Army English Certificate-III) and above.
4. Recruitment as JCO. This is applicable to personnel retired in the
rank of MCPO-I(equivalent to Sub Maj), MCPO-II(equivalent to Sub) and
CPO (equivalent to Nb Sub) including honorary ranks with following QRs:-
(a) ACRs. Out of the last five ACRs, at least three should be above
average and two not below high average with no adverse remarks.
(b) Discipline. No warrant punishment in the rank of CPO/MCPO.
(c) Age.
(i) CPO/MCPO-II – Below 50 years
(ii) MCPO-I - Below 52 Years
(iii) Ex-JCO should be below 50/52 yrs as and when they report at DSC
Centre for Re-orientation Cadre based on a call letter issued by DSC
Centre.
(d) Education Qualification. Matriculation/ET-1(Army Certificate of
Education-I & Army English Certificate-III) and above.
(e) Medical Category. Medical category should be in SHAPE-1 (AYE), at
the time of discharge from former service. Low medical category
personnel other than SHAPE-1(AYE) are not eligible for re-enrolment into
DSC. Since the DSC personnel are governed by Army Act 1950, the
terminology used is SHAPE-1(AYE), which is equivalent to Category S1A1
in Naval usage.
(f) Character. Very Good(VG)
(g) Time Between Discharge and Re-enrolment. Not to exceed 5 years.
(h) Date of Enrolment. Date of reporting to DSC Centre for the
Re-orientation Training based on a call letter issued by DSC Centre.
(j) Fixation of Seniority. Merit list prepared by selection board based
on performance during the interview.
Period of Engagement
5. The period of engagement, subject to review by AG, IHQ/MOD(Army) will
be as under:-
(a) JCOs.
(i) CPO/MCPO-II (Nb Sub/Sub). Initial employment will be for a period of
five years subject to confirmation after six months of initial service.
Those recommended and selected for further retention may be given five
years extension at a time or till they reach the age of superannuation,
subject to screening at the time of last extension or three years before
the date of retirement, whichever is earlier.
(ii) MCPO-I (Sub Maj). 57 years of age or four years of tenure as Sub
Maj, whichever is earlier subject to screening at the time of last
extension or three years before the age of superannuation, which ever is
earlier.
(b) Sep(GD). Initial term of engagement is 10 years, extended by five
years at a time till 57 years of age.
Procedure for Enrolment in DSC
6. Procedure for enrolment in the DSC has been promulgated vide IHQ/MOD(Navy)/DPS
letter PS/2534/1 dated 23 Oct 2007 and amended by letters of even number
dated 11 Dec 07, 08 Jan 08, 23 May 08 and 30 May 08. An updated
procedure for enrolment in DSC is placed at Encl 1.
Actions by Agencies
7. CABS. Actions to be taken by CABS are as follows:-
(a) All sailors desirous for recruitment in DSC are to apply to CABS on
the prescribed application form. Copies of application forms for Sep(GD)/Clerk(GD)
and JCOs are placed at Encl 2 and 3 respectively.
(b) Scrutinise applications for eligibility and short list candidates in
accordance with paras 2, 3 & 4 above and prepare verification report as
per the format placed at Encl 4.
(c) Award marks for record of service in terms of Annexure 3 for JCOs.
(d) Forward scrutinised applications to INS Agrani along with
verification reports and marks awarded under intimation to IHQ/MOD(Navy)/DESA
indicating number of candidates eligible for interview for recruitment
in DSC in each category.
8. IHQ/MOD(Navy)/DESA. On receipt of number of candidates eligible for
interview in each category from CABS, IHQ/MOD(Navy)/DESA will take
following actions:-
(a) Liaise with IHQ/MOD(Army) / DSC Directorate to seek appropriate
number of vacancies for Sep(GD) and Clerk(GD) only.
(b) Intimate number of vacancies released by DSC Directorate in respect
of Sep(GD) and Clerk(GD).
(c) Request HQSNC to convene selection board at INS Agrani for selection
of candidates in consultation with INS Agrani.
9. INS Agrani. On receipt of instructions from IHQ/MOD(Navy) /DESA, INS
Agrani to take following actions:-
(a) Short Listing of JCO Candidates. Based on the award of marks by
CABS(para 7’c’ above), short list appropriate number of candidates (four
times the number of vacancies) for issue of interview letter under
intimation to CABS. Candidates awarded more than 30 marks only are to be
called for interview under intimation to CABS.
(b) Issue of Interview Letter. Issue interview letters to all candidates
seeking recruitment as Sep(GD) and Clerk(GD). Interview letters are to
be endorsed to CABS for information.
(c) Convening of Selection Board. Convene Selection Board to select
suitable candidates in accordance with these orders.
(d) Medical Examination. Conduct medical examination of the selected
candidates to ascertain their medical fitness. Any deficiency in
facilities to conduct medical examination is to be intimated to
HQSNC(CMO), who will provide necessary support for conduct of medical
examination.
(e) Police Verification. As per proforma placed at Annexure 1 and to be
forwarded to DSC Records, Cannanore on receipt from District Police
Authority.
(f) Merit List. Prepare final merit list based on performance of the
candidates during the interview by Selection Board and medical
suitability and forward the same to DSC Records Cannanore with 20%
reserve in accordance with Encl 1 under intimation to IHQ/ MOD(Navy)/DESA
and CABS.
8. Financial Implications. No TA/DA including boarding/lodging facility
would be admissible to the candidates appearing before Selection Board
at INS Agrani.
9. This letter supersedes all earlier policy letters issued by this HQs
vide Para 6 above.
