CNS TROPHY FOR BEST HRD PRACTICES


INTRODUCTION : In 1998, CNS desired to institute measures for uplifting the civilian personnel in their output and also welfare schemes as to keep the civilian workforce fully motivated and productivity oriented to ensure the flying of Naval Flag always high. The proposal for instituting CNS Trophy for best HRD practices was forwarded to Command Headquarters and Dockyards in Jul 98 for taking their suggestions prior to issuance of final order. Finally, CNS approved introduction of CNS Trophy for excellence in HRD functions amongst the industrial units of the Navy on 30 Dec 98, starting from the year 98-99. The details of winners are as below:-

REVISION OF FORMAT FOR MAPPING PARAMETERS
: The format for mapping of HRD parameters was considered to be too detailed and needed considerable documentation. In this context, it was decided to relook at the proforma promulgated in order to make it user friendly and practical. During the process of revision of proforma the trophy could not be awarded during the years 2002-03 and 2003-04.

In 2005, the revised format for mapping units performance was issued to bring about more objectivity and transparency in the system of evaluating the HRD parameters for award of the ‘CNS Trophy for Best HRD Practices’ covering the all important issues in the following three parts:

INTRODUCTION OF TWO TROPHIES : Two trophies one each for Major and Minor Industrial Establishments were introduced from the year 2004-05. The Establishments with 750 civilian personnel and above would be considered Major Establishment and others Minor.

METHODOLOGY FOR EVALUATION : Evaluation process is undertaken in two stages (i) By Command HQs (ii) By IHQ MoD(Navy).

(a) The Commands would appoint a Board of Officers to evaluate the Units in their jurisdiction and select one Major and one Minor Unit and forward their recommendation to IHQ MoD(Navy). HQ Andaman Nicobar Command would forward the name of only best Minor Unit to IHQ MoD(Navy).

(b) IHQ MoD(Navy) would appoint a Board of Officers to evaluate the total projections received from the Commands of 3 Major and 4 Minor Establishments for selecting the best major and minor establishment for award of Trophy.

(c) The methodology that would be applied for the evaluation of documentation and physical verification would be decided upon the Board President.

(d) After analysis of the data and physical verification of the documents, the Board submits it recommendations for CNS approval.
